CITY COUNCIL CONSENT CALENDAR - The public is entitled to address the City Council on items appearing on the Consent Calendar before or during the City Council's
consideration of the Consent Calendar. Adoption of the Consent Calendar may be made by one motion of the City Council,
provided that any Councilmember, individual or organization may request removal of an item from the Consent Calendar for
separate consideration. If a request for removal of an item from the Consent Calendar has been received, the Mayor may defer
action on the particular item and place the same on the regular agenda for consideration in any order s/he deems appropriate.
a. Considering approval
of the minutes from the meetings of January 10 and 24, 2017. Recommended by the City
Clerk.
b. Considering award
of a construction contract in the amount of $342,203 to Rosas Brothers Construction of Oakland
for the Citywide Accessibility Improvements No.3, Project No. 2357? approve a related budget transfer? and authorize
staff to utilize the available project contingency for contract change orders up to 10% of the contract amount.
(Community Development Block Grant, Measure J Funds) Recommended by the Director of Community and Economic
Development.
The project qualifies for a Categorical Exclusion pursuant to National Environmental Protection Act (NEPA) Section 24
CFR 58.35(a)(2) and a Categorical Exemption pursuant to the California Environmental Quality Act (CEQA) Guidelines
Sections 15301 – Existing Facilities and 15302 – Replacement or Reconstruction.
c. Considering acceptance
of improvements for the Bailey Road Pothole Repair Project and directing the City Clerk to
file a Notice of Completion. Recommended by the Director of Public Works.
d. Considering acceptance
of Improvements for Measure Q Pavement Project 3 – Walters Way and Detroit
Ave/Monument Blvd Intersection, Project No. 2362, and direct the City Clerk to file a Notice of Completion.
Recommended by the Director of Community and Economic Development.
e. Considering award
of purchase of three 2017 Ford Utility Police Interceptors to Future Ford of Concord in the
amount of $82,224.42 (Annual Vehicle Replacement Fund) Recommended by the Director of Public Works.

to Finance City Services. Report by Brian Moura, Special Advisor.
b. Considering adoption
of the Final Draft Todos Santos Design Guidelines. Report by Afshan Hamid, Senior Planner.
The adoption of design guidelines does not constitute a “project” under CEQA (Guidelines Sections 15060(c), 15378
and Public Resources Code Section 21065), and does not include any new significant environmental effects or
changes which would require further review to the Addendum to the SEIR, previously approved in 2014 (Guidelines
Section 15162 and Public Resources Code Section 21166.).
