Considering - approval of Resolution No. 17-74 designating individuals to serve as members of City of Concord Civic Center Corporation and authorizing the dissolution of the Corporation. Recommended by the Director of Finance. b. Considering - adoption of Resolution No. 17-70 authorizing the submittal of applications for CalRecycle Rubberized Pavement Grants over the next five years, authorizing joint application submittals; and authorizing the City Engineer to revise the list of participants in joint projects and execute documents related to requests and acceptance of CalRecycle funds. Recommended by the Director of Community and Economic Development.
CEQA: Categorically exempt under Guidelines Sections 15061(b)(3) and 15378 in that it would not have the potential for causing a significant effect on the environment.

Considering - adoption of Resolution No. 17-75 approving the creation of a pilot program to allow the use of autonomous robots, also known as Personal Delivery Devices (PDD), in the City's downtown, and authorizing the City Manager to issue a PDD Encroachment permit to Marble Robotics. Report by Pedro Garcia, Economic Development Specialist.
CEQA: Categorically exempt under Guidelines Section 15305, Class 5, Minor Alterations in Land Use Limitations. b. Considering - the use of a negotiated sale process with the US Coast Guard to transfer a 58-acre site from the Coast Guard's ownership to the City, and the use of a competitive proposal process with the following four development teams to select a development team to create a mixed-income, multi-family residential project on the property:
• Bridge Housing
• DeNova Homes/ROEM
• Integral Housing/EAH Housing
• USA Properties Fund/Foundation for Affordable Housing/Eden Housing
