5. CITY COUNCIL CONSENT CALENDAR » - a. Considering - approval of the minutes from the meeting of April 4, 2017. Recommended by the City Clerk. b. Receiving - the Quarterly Treasurer's Report for the period January 1 - March 31, 2017. Recommended by the City Treasurer. c. Considering - acceptance of improvements for the Acquisition and Installation of Full Trash Capture Devices Project, Request for Quote (RFQ) No. 2353; and directing the City Clerk to file a Notice of Completion. Recommended by the Director of Community and Economic Development. d. Considering - acceptance of Improvements for the Government Electric Vehicle Fleet Project, Project 2193; and directing the City Clerk to file a Notice of Completion. Recommended by the Director of Community and Economic Development. e. Considering - award of contract for as-needed police vehicle build-out services in the amount of $243,222 to Stommel, Inc. dba Pursuit North; and authorizing the City Manager to execute the contract in a form acceptable to the City Attorney. Ball, Inc. of Alamo for Downtown Concord Bicycle Lane Improvements, Project No. 2277; the award of a construction contract in the amount of $1,255,691.80 to Ghilotti Brothers, Inc. of San Rafael; staff authorization to utilize the available project contingency for contract change orders up to 10 percent of the contract amount; approval of a Professional Services Agreement in the amount of $85,678 with Swinerton Management and Consulting; authorizing the City Manager to execute the contract and agreement, subject to the approval of the City Attorney; and approval of two related budget transfers. (Federal Statewide Transportation Improvement Program (STIP) Grant, State Gas Tax, Measure J Local, and Measure Q) Recommended by the Director of Community and Economic Development.
The project qualifies for a Categorical Exemption pursuant to the California Environmental Quality Act (CEQA) Guidelines Sections 15301 – Existing Facilities, 15302 – Replacement and Reconstruction, and 15304 – Minor Alterations to Land.
