CITY COUNCIL SITTING AS THE LOCAL REUSE AUTHORITY CONSENT ITEM - Approving - the second amendment to the Professional Services Agreement with ARUP in an additional amount not to exceed $363,000 for a total amended contract of $907,000 to support preparation of a response to comments, a final EIR not covered by existing Office of Economic Adjustment (OEA) grant funding; and to authorize the Executive Director to execute the Agreement. Recommended by Concord Community Reuse Project Director.

CITY COUNCIL PUBLIC HEARING - Consideration - of an amendment to the Solid Waste Franchise Agreement with Concord Disposal Services that includes changing the billing cycle from quarterly to monthly and increasing the residential garbage rates per customer per month by $1.00 per month for customers using a 32-gallon toter, $4.00 per month for customers using a 64-gallon toter, and $7.00 per month for customers using a 96-gallon toter effective on or after January 1, 2010, and provide new residential service enhancements that include a collection service program for sharps (needles), pharmaceuticals and small household batteries; and adding one (1) additional residential clean-up for a total of three (3) on-call pick-ups per year.
