CITY COUNCIL CONSENT ITEMS - 1. Approval of minutes - for the meeting held September 28, 2010. Recommended by City Clerk.
2. Authorizing - the certification of the final Measure C and initial Measure J Calendar Year 2008 and 2009 Growth Management Program Compliance Checklist for receipt of FY 2009-10 and 2010-11 Local Street Maintenance and Improvement funds; and authorizing the City Manager to sign the Checklist. Recommended by Transportation Manager.
3. Approving - a one-year agreement with Active Network for hosting Concord's credit card payment server with the option of three one-year extensions at a cost of 3% of annual credit card transaction value ensuring PCI compliance; and authorizing the City Manager to execute the agreement. Recommended by Director of Information Technology.
4. Accepting - the improvements for Project No. 2110, Clayton Road/Chestnut Avenue Traffic Signal, constructed by Wingard Engineering, Inc. of Bethel Island; and directing the City Clerk to file a "Notice of Completion." Recommended by Acting City Engineer.
5. Authorizing - the acceptance of funds from the City of Martinez in the amount of $80,200, and allocating those funds for Project No. 2064, Monument Corridor Pedestrian Infrastructure Improvements. Resolution No. 10-94 for adoption. Recommended by Acting City Engineer.
6. Confirming - State of emergency for the repair of the irrigation line at Willow Pass Park. Recommended by Acting City Engineer.

Resolution Nos. 10-76 and 10-6042.2 for adoption. This item was continued from the meeting of September 28, 2010. Report by Joan Ryan, Senior Planner-Housing.

Staff Recommendation: Hear the report, take public testimony, and deny the appeal submitted by Mr. Aulakh of the Police Department's denial of his application to operate a taxi cab in the City of Concord.
