CITY COUNCIL CONSENT ITEMS - a. Approving - the minutes for the meetings of October 12, and October 26, 2010. Recommended by City Clerk.
b. Confirming - a Mitigated Negative Declaration with Mitigation Measures and Monitoring Program as the appropriate environmental document for Project No. 2175, Ygnacio Valley Road Permanent Restoration (Phase 3); and authorize the City Manager to execute the Notice of Determination. Resolution No. 10-97 for adoption. Recommended by Acting City Engineer.
c. Approving - the amendment of the Fiscal Year 2010-11 Capital Improvement Program and the ten-year expenditure plan for the Off-Site Street Improvement Program to expedite implementation of the Clayton Road/The Alameda traffic signal project and to fund a new project to update the Off-Site Street Improvement Program in FY 2010-11. Resolution No. 10-100 for adoption. Recommended by Public Works/Engineering Transportation Division.
d. Accepting - the improvements for Project No. 2152, Replace Playground Equipment at Cambridge Park, constructed by GameTime of Birmingham, Alabama; and direct the City Clerk to file the "Notice of Completion". Recommended by Acting City Engineer.
e. Matters to be set for Public Hearing - on Tuesday, December 14, 2010 at 6:30 p.m. in the Council Chambers:
1. Willows Subdivision (RZ 10-001, PD 10-001) - an application submitted by Griggs Resource Group for a Rezoning to Planned District and Preliminary Development Plan for a seven single-family home development on a 0.98-acre site at 1851 Farm Bureau Road and 3466 Wren Avenue. The General Plan designation is Low Density Residential; Zoning classification is R-6 (Single Family Residential, 6,000 sq. ft. minimum lot size); and R-7.5 (Single Family Residential, 7,500 sq. ft. minimum lot size); APN’s 113-071-010, -011, -040. A Negative Declaration is proposed.
2. Appeal - submitted by John Sandusky of the proposed Anthony Estates Minor Subdivision and Variance Appeal (AP 10-003) - Appealing the Planning Commission’s denial of his appeal of the Zoning Administrator’s approval for a three-lot Minor Subdivision (PM 09-002) and Variance (VA 09-004) for lot width on a 1.61-acre site at 1611 Ayers Road. The General Plan designation is Low Density Residential; Zoning classification is R-8 (Single Family Residential, 8,000 sq. ft. minimum lot size); APN 116-170-020.
f. Approving - an increase in parking fines to cover the increased Trial Court Trust Funding per Senate Bill 857, the elimination of the Senior Citizen Discount Fee for lap swimmers at Concord Community Park, and amending the Master Fees and Charges to reflect the changes. Resolutions No. 6042.3 and 10-6042.4 for adoption. Recommended by Chief of Police and Director of Community and Recreation Services.
