CITY COUNCIL CONSENT ITEMS - a. Approving - the minutes for the meetings of December 7 and December 14, 2010. Recommended by City Clerk.
b. Accepting - the City of Concord Redevelopment Agency's State Controller's Annual Report for Fiscal Year 2009-10. Recommended by Redevelopment and Housing Manager.
c. Accepting - the public improvements for Tract 8815, Centre Pointe Residential Subdivision; and releasing obligation of the bonds posted with the Subdivision Agreement. Resolution No. 11-2 for adoption. Recommended by Acting City Engineer.
d. Approving - an agreement for professional services with Francisco & Associates in the amount of $20,500 for preparation and mailing of the Proposition 218 Sewer Service Charge Increase Notice and authorizing the City Manager to execute the agreement. Recommended by Acting City Engineer.

Adoption of Rezoning Ordinance No. 10-425.1 - amending the Zoning Map as required for approval of an application submitted by Griggs Resource Group for a Rezoning to Planned District and Preliminary Development Plan for a seven single-family home development on a 0.98-acre site at 1851 Farm Bureau Road and 3466 Wren Avenue. The General Plan designation is Low Density Residential; Zoning classification is R-6 (Single Family Residential, 6,000 sq. ft. minimum lot size); and R-7.5 (Single Family Residential, 7,500 sq. ft. minimum lot size); APN's 113-071-010, -011, -040. Rezoning Ordinance No. 10-425.1 was introduced on December 14, 2010.
f. Approving - a Professional Services Agreement with AECOM of Sacramento in the not-to-exceed amount of $306,783 to provide civil engineering design, environmental, and structure inspection services for Project No. 2060, Citywide Bridge Repair Program BPMP-5135(039); and authorize the City Manager to execute the Agreement. Recommended by Acting City Engineer.
g. Approving - the appointment of Jan Kunz to serve as the City of Concord's representative to the Central Contra Costa Transit Authority, Citizen's Advisory Committee (CCCTA-CAC) for a two-year term ending December 31, 2012. Recommended by Mayor Hoffmeister.
h. Approving - the third amendment to the lease agreement between the City of Concord and Live Nation Worldwide, Inc. for the operation of the Sleep Train Pavilion at Concord to extend its term for one month; and authorizing the City Manager to approve the amendment and two additional, one-month term extensions at his discretion. Recommended by Assistant City Manager.
i. Authorizing - the submittal of an application for a 2010/11 Cal Fire Urban Forestry Program Grant in the amount of $200,000 and appropriating matching local funds. Resolution No. 11-4 for adoption. Recommended by Acting City Engineer.
