9. CITY COUNCIL CONSENT CALENDAR » - a. Considering - approval of the minutes from the meeting of February 5, 2018. Recommended by the City Clerk. c. Considering - approval of an Amendment to a Professional Services Agreement with Bellecci and Associates, Inc. in the amount of $7,380 for design engineering services for Measure Q Pavement Repair Project #2 – Solano Way, Wren Avenue, Sixth Street Pavement Rehabilitation, Project No. 2361, authorizing the City Manager to execute the agreement, subject to the approval of the City Attorney; accepting improvements for Pavement Repair Project #2 - Solano Way, Wren Avenue, & Sixth Street Pavement Rehabilitation, Project No. 2361; and directing the City Clerk to file a Notice of Completion. Recommended by the Director of Community and Economic Development. d. Considering - acceptance of the Concord 2030 General Plan Annual Progress Report, including the Housing Element Annual Progress Report and Downtown Specific Plan Annual Progress Report, and authorization for submittal to state agencies as required. Recommended by the Director of Community and Economic Development.

Sections 15060 (c)(2), 15060(c)(3), or 15378 because none of the activities has the potential for resulting in either a direct physical change in the environment, or a reasonably foreseeable indirect physical change in the environment; even if any activity was a project under CEQA, each is exempt under 14 Cal. Code Regs, Sections 15061(b)(2), 15061(b)(3) and 15378(b)(4).
